Ms. Kwong is a Technical Officer and a Member of the British Institute of Architectural Technologists (MBIAT). She has been active in advocating for the rights of people with disabilities. She served at the Hong Kong Federation of Handicapped Youth as a Committee Member, the Vice Chairperson, Chairperson and Honorary Secretary for the periods 1981 - 1992 and 1998 – 2001. She was a Committee Member of Rehabilitation Alliance Hong Kong for 1992 – 2001. Since 1986, she has also served at the Arts with Disabled Association Hong Kong as a Committee Member, the Vice Chairperson and Honorary Secretary. Additionally, Ms. Kwong actively participates in community services, serving as the Vice Chairman of Monkey Mini Rugby Club (Member of Hong Kong Mini Rugby Football Union) since 1999.
